Candidate David Ward plans to alter the powers of the president should be replace Jean Todt as the next head of the FIA.
Late last month Ward confirmed that he will run against Todt for the presidency of the FIA, motorsport's governing body, in the December 6 elections.
The former director general of the FIA Foundation has now released his manifesto, billed as the "Agenda for Change."
Highlighting 20 areas that he believes need to be fixed, he spoke of the need for a Chief Executive Officer (CEO) as well as a Management Board.
