FIA presidential candidate David Ward is to refer incumbent Jean Todt to the Federation's Ethics Committee "about attempts to distort the election process".
Ward, an ally of former FIA president Max Mosley, confirmed last month that he would run for the top job in motorsport while Todt revealed in Italy over the weekend that he will stand for a second term.
However, the gloves are already off as Ward believes his rival has used official FIA meetings to get clubs to sign "support agreements".
