Incident responsibility should be clear cut for drivers to be penalised – Steiner

Stewards should only penalise drivers who are completely responsible for incidents, according to Haas boss Guenther Steiner, who was happy no penalties were handed out for the clash between Kevin Magnussen and Daniil Kvyat in Spain.
