Teams continue to disagree on 2021 regulations so come up with their own proposal

The 2021 rule changes have to be agreed and signed by the end of October. Time is running out and it doesn't seem that an agreement is anywhere near being sorted.  The problem is the technical and financial restrictions the FIA ​​and Liberty Media want to impose in 2021. The three bigger teams are afraid that they will lose their lead and that the plans are too radical. They have come up with a counter-proposal that is slightly less drastic.
