What if Verstappen hadn't gone to the pits for the fastest lap?

Max Verstappen was third in England for the whole race, but finished second because of the flat tire of Valtteri Bottas. Race leader Lewis Hamilton's tyre also suffered a puncture which would have given Verstappen a P1 if he hadn't gone to the pits for new tyres for a fast lap. Would Verstappen have made it? Could Verstappen have won? Verstappen himself didn't value it that much after the race, but according to many, Verstappen would have won the race easily if he hadn't gone to the pit to go for the fastest lap.
