Will the problem of traffic jams during qualification be resolved?

Qualifying for the Italian Grand Prix in 2019 did not go by itself. During several sessions in Formula 1, 2 and 3 there was a traffic jam, which resulted in dangerous situations. During the upcoming Grand Prix a solution has to be found. Something remarkable happened in Q3 of the Italian qualification in 2019. The effect of the slipstream on Monza was so great that no driver wanted to start the final session at the front. It caused a big traffic jam, so in the end only Carlos Sainz and Charles Leclerc were in time to drive a lap.
