New red flag rules in F2 and F3: Experiment for F1?

From next season onwards, a new interesting rule will be added in Formula 2 and Formula 3. When a driver disrupts the session with a red flag, that driver can no longer take part of the session and his fastest time may even be deleted. If the rule is succesful, it could be implemented in Formula 1 as well.
