of course he would if the movement of the car is within the lmits allowed by the regulations everyone would get away with it, the problem is when you cross that threshold but in that case the system immediately recognises the movement as a jump start. Also it is worth remembering that Bottas front tyres didn't cross the withe line of his starting slot
