Red Bull-Honda

Christian Horner has admitted that Red Bull has taken a slight step backwards compared to 2018.
The team switched from customer Renault power to a works Honda collaboration for 2019 
Confirmin reasons Y Mclaren DUMPED works Honda, allowin Torro Rosso that status (works Honda) in turn
thus passin benefits on to Red Bull Racing.

With the 2020 season staggerin 2 start.
WILL Red Bull Honda finally B competitive ? 
Surely if/when the 2020 season DOES commence.  It requires Honda 
2 B SUCCESSFUL.  If Honda R NOT able 2 dominate.
It will show that money spent does NOT guarantee success.

Honda came back to F1 racing with a difficult project, which hybrid technology certainly is. Not only technology at F1 level is not a joke, but they also came a few years later than Mercedes, and that is not a joke either. This was massive imbalance for Honda right out of the gate.

With tonnes of restrictions imposed on their development, legitimate question was, whether F1 commitment was wise. One has to praise them for undertaking that risk without being able to perform on track testing, and having understanding there will be some disappointing days ahead. Alonso once admitted, they used racing events as development time, rather than race their peers. That's how bad it was. There was no other option.

Desk computers aren't enough sophisticated yet, and so far they aren't at level to replace track. (Maybe NASA or Airbus computers are, but which team owns those?)

It has cost them dearly, having their name dragged (probably unjustly IMO) through the mud during McLaren years. Today I wish them well. With every new year it should be better, as long as there is not another freeze on development. 

This occurred to me - is restrictions on which computers team will be using also in offing? Maybe Williams cannot afford the same computer Mercedes owns. Then simulators, then pencils, rubber stamps, etc. Hmmmm, lets ask Mr. Brown about it

Indeed. (in Re: Toyota).

BTW, tell this to Brown, who thinks we need budget in F1 to be competitive. if my recollection is correct, he really actually said that.
