To put it simple the ground effect cars had the underbelly designed to provide an airflow that was the opisite of lift and the Sliding skirts did just that they slid up and down so as to seal off the sides to maximise the effect. Do research on the Lotus '79 and I'm sure you will get a proper education on ground effect cars. there was a Brabham 'fan' car that was wicked also but was quickly banned.
