Red Bull Racing were penalised for exceeding budget cap last year. In addition to a fine, they were given 10% less time in the wind tunnel for the next 12 months. Christian Horner, meanwhile, noticed that this was affecting the development of the car.

The development time in the wind tunnel was already reduced in 2023 because of the Austrian formation's victory in the Constructors' Championship. So to that was added the FIA's penalty, putting it at a distinct disadvantage compared to the competition.

"It’s limiting significantly, the amount of runs that we can do in our wind tunnel over each quarter," Horner explained in conversation with Racer. However, the team boss sees plenty of solutions. "It just means you have to be a bit more focused, and more disciplined in what we put through the testing process within the tunnel or within our simulation tools," he said.

"So it’s another challenge. And it’s a handicap for sure, coming into this year, but we’ve got very capable people that are looking to obviously extract the best that we possibly can and apply ourselves in the most efficient and effective way," Horner ends with confidence in his team.

Horner's support for regulations

Horner stresses that he is very happy with the arrival of the budget cap. At the same time, he sees that the regulations surrounding it are in the early stages. He therefore hopes that this will evolve in the coming years so that Formula 1 becomes even fairer.
