Wolff baffled by Ferrari development push given F1 cost cap

Mercedes boss Toto Wolff has admitted he is baffled by Ferrari's relentless development programme, questioning how the Scuderia continues to introduce major upgrades while staying within Formula 1's strict cost cap. Ferrari arrived at the Austrian Grand Prix armed with another substantial update package that included a revised engine specification, front-wing changes and additional test components.
