Financial crisis - teams fault

According to Bernie Ecclestone the teams do not use their resources racionally. He doesn't understand why the teams cannot get over their financial crisis, like Frank Williams did many years ago.

The teams spend everything they have available and some even take hundreds of people to the private tests.

Bernie could do his part by banning all electronic gismos, limiting private testing and giving a more equal distribution of the money generated by F1. That would reduce costs.

Bernie may have a lot of power in F1, but to put it in lay-mans terms, how does the boss of marketing F1 (to the fans and hosts, sponsors etc) control the technical rules. He certainly hasn't in the past, although he has often publically backed Max and the FIA in the press and with his single vote out of (I think) 15.
