Yes presumably they were contractually obliged to have a certain number of breaks and were waiting because they didn't want to miss any pass but when nothing happened with three laps to go they had to have the break? I guess it was a difficult choice - perhaps when televising live sport in future they should have some flexibility with advertising so that some races they can show slightly more in exchange for sometimes missing breaks if they need to.
