Should young new drivers be testing for Williams?

Williams is going to test once more the very young drivers Rosberg and Piquet. Should this be happenning or should Williams give a chance to those F1 drivers that already have experience and do not have a car.?

I believe in recruiting young drivers because they are F1 future,but honestly I do not believe that experienced drivers should be fighting for a car.

I would rather give a chance to a few young 'uns with definite potential, than pay for a "has been" with nothing left to prove.

I also think that testing is the best way for one to gain experience.
