Max Mosley is to step down as FIA president in October.

An FIA statement said that Mosley had informed the general assembly of F1's governing body of his decision at a meeting in Paris.

Mosley's current term as president was not due to end until 2005 but he has decided to bow out a year early.

The announcement comes as a huge surprise as Mosley had previously indicated that he wished to stay on in the role.

Only last month, he had suggested that a new vice-president be appointed who he could groom to be his successor. It was believed that Ferrari boss Jean Todt was his top choice for the post.

Mosley has been more active than ever in recent months, controversially championing plans to slow F1 cars down and reduce costs.

It remains to be seen what effect his decision to step down will have on these proposals.

Mosley, 64, had held motorsport's top job since replacing Jean-Marie Balestre as FISA president in 1991.

He oversaw FISA's merger with the FIA two years later and became president of the latter in October 1993.
