That would take a few years to work though. Michelin and brid are well into devlopment programs it would be hard for goodyear

Not at all, if it's a control tire that is being used (as is implied by having only a single manufacturer) then tolerances could be quite significant and Goodyear would be more than capable of building a suitable tire. Once you go to a single manufacturer, development programs become a moot issue and there will likely be no further advances in technology. It is competition that drives development, and nothing else.
