No,seriously the High tecnology level and cost,and also some circuits(Monaco and Spa),but im not that sure about the best drivers...Do u think Sato is one of the 20 best of the world?(and there are more that dont deserve it)

That's definitely part of it, but there's more. It also has a unique blend of other less tangible qualities, including being the most glamourous of all motor-racing series, it has the greatest history, it is more international than most (both in appeal and participation), and as Jraid points out, visits some of the most exotic locations in the world. As a result, it tends to generate more drama and excitement than just about any other sport in the world, little own other motorsport series.

As a side note, a recently released report once again confirmed that F1 remains the largest and most televised sport in the world.

What I love about F1. F1 is the highest class of single-seat open-wheel auto racing championship in the world. Its the pinnacle. The best manufacturers, the best drivers, all competing against one another in a money fuelled, glamour and power driven environment. The variation in the performance levels of the competing teams make what F1 is today. This is not A1. This is not Formula Ford. This is not CART. This is F1.
