2. He then starts using the word "general" this means he is talking outside of this current situation

3. Then he went on to say that he prefers drivers that are quick enough to motivate him ie not 1 second a lap slower

Therefore neither drivers in 1 can apply to 3 - otherwise the whole answer does not make sense.

I would only add that it is a track where there are clear passing opportunities, KR knew he would be at the back and so had a favourable strategy and was 1.2s per lap faster. I also believe he was up to 12th by the first lap
