As Mike implied, describing a driver by his nationality (not race) is not an attempt at introducing his nation as a topic of discussion, it is merely a stylistic device. Often, authors will use the subject's nationality as a description, particularly in international affairs, to avoid repetition.

Notwithstanding, let me point out that discussion of Narain necessarily includes mention of his nationality. This is because Narain's very existence in F1 is predicated on his nationality. Were he not Indian, he would not have made it to F1 and we would never have heard of him. In fact, everything that happens with respect to Narain in F1 is precisely because of his nationality.
